8 jan 2010 A ministerial regulation on land compensation will soon be revised to allow the government to acquire a wider area of the Sidoarjo mudflow in East Java, for road construction.The present regulation only allowed the acquisition to cover the village, while the Sidoarjo mudflow covers about 90-hectares comprising many villages. “We will build a 10.1-kilometer main road connecting Porong and Gempol,” the East Java governor said. The government will also build pipes for gas, electricity and water. The construction is estimated to finish in March 2011, he added.(source:Jakarta Post)
17 dec 2009 The Corruption Eradication Commission (KPK) promised to investigate reports on alleged corruption, in relation with a government letter which was issued to halt an investigation against PT Lapindo Brantas. “We will follow up every report filed to us,” KPK spokesman Johan Budi said as quoted by detik.com on Wednesday. Walhi reported Tuesday that there may be corruption behind the distribution of Rp 4 trillion (US$422.49 million) of state money allocated to compensate victims of the Lapindo mudflow by the government since 2007. It was said that the 2007 audit report conducted by the Supreme Audit Agency (BPK) also showed legal loopholes in the distribution of the compensation money. “We suspect there might be abuse of power in this case. Therefore we ask the KPK to start investigate,” Erwin Usman, spokesman of Walhi said. (source: Jakarta Post)
23 nov 2009 After more than 3 years since the hot mudflow displaced thousands of residents, foreign assistance has started to flow in for the refugees. Over the weekend, Norway-sponsored humanitarian organization Dina Foundation provided free medication and medical treatment for hundreds of the mudflow refugees taking shelter at the Pasar Baru market in Porong. Rune Edvardsen of the foundation said the two-day free health service would be followed up by the establishment of a health center in the affected region next year. "The service we provide today is just a way of informing the people about the operation of our health center next year," Rune told reporters on Saturday. The center, according to Rune, would aim to help disadvantaged people affected by the mudflow disaster and would operate in cooperation with the Yayasan Obor Berkat Indonesia foundation. 8 nov 2009 Reports say that mud outflow has slightly increased to 100.000m3 per day. A scientific report describes that amongst other content, also oil has been spewed out of the mudcrater. Presently the mud cannot be pumped into the Porong River, because the central control dams have collapsed and disappeared completely. As a result of this, the mud is now filling the lower northern part of the basin first. The northern part has been lower because of the previous control ringdykes. The first risk area is now jalan Raya Porong, west of the mudflow.
26 oct 2009 Hundreds of victims affected by the mudflow near Sidoarjo, have renewed calls for the government to compensate them for their land and houses threatened by soil degradation. Lutfi, 40, a victim from Siring Barat, said that people in his village were currently living in a "precarious environment" as many places in their village were threatened by inflammable gas explosions. Many houses have already been damaged by the explosions, he said. "Even though the condition is worsening, there is no help or compensation from the government." (source: Jakarta Post)
31 august 2009 The government is determined to proceed next year with its plan to develop a new railway, a highway and arterial roads to replace the ones damaged by the mudflow in Porong, Sidoarjo. The new relocated sites are 5 km away and considered safe from possible land subsidence. However, data from the BPLS stated there were eight new eruptions at the site in the nearby Pamotan subdistrict, including some in a rice field area, only 100 meters away from the new infrastructure relocation site. It was said the government had finished the land acquisition process for 70%, and had made 60 percent of the payments, the rest would be completed before the end of the year.(source:Jakarta Post)
9 august 2009 Jakarta - The government is to issue a new regulation on the settlement of the Lapindo mudflow problem in Sidoarjo, East Java, in view of a Supreme Court ruling dismissing human error as the disaster`s cause. Minister/State Secretary Hatta Radjasa said here Friday the existing government regulation made in 2007 had to be replaced because the Surpeme Court had attributed the mudflow disaster to natural causes. 7 august 2009 Surabaya - After the Lapindo dossier is rejected 14 times by the East Java Prosecutor Office, the East Java Police has decided to stop the investigation in the Lapindo mudflow. Meaning that justice determined it was not a criminal case. East Java Police crime division director Sr. Comr. Edy Supriyadi signed the decision on Aug. 5. "We have done our best, but so far we can't meet the prosecutors’ expectations," East Java Police spokesman Sr. Comr. Pudji Astuti said as quoted by Kompas.com on Friday. Pudji said police could not find a witness to testify that the source of Lapindo mudflow was caused by the exploration drilling known as Banjar Panji I (source: Jakarta Post).
8 july 2009 The Sidoarjo Mudflow Handling Agency (BPLS) will build a small dam to deal with a flash mudflow that erupted on June 26 in Porong district in Sidoarjo regency, an official with the agency said. The recently flash mudflows, which emerged in the home of a resident of the village Siring, are reportedly the 119th leak to have occurred outside the mud reservoir built in the affected region. More than 50 of the leaks, located in the three subdistricts of Siring, Mindi and Jatirejo, are still actively spewing gas, mud and water. Geologist Amien Widodo, from the Surabaya-based ' 10 November Institute of Technology ' (ITS), said that BPLS should not underestimate this recent mud eruption because more and larger ones could develop in the future. A social-aid scheme for the nearly 2,175 people living in Siring, Mindi and Jatirejo had also been prepared. The three subdistricts are no longer considered suitable for habitation due to the potential for further eruptions. Each family will receive Rp 500,000 (50USD) for an evacuation fee, Rp 2.5 million (250USD) for renting a house and Rp 300,000 (30USD) per month for six months to cover general costs. 26 june 2009 The government is under the political, moral, and legal obligation to increase its relief and assistance to the victims. So far, the government has dealt with the mudflow disaster by relying on the implementation of Presidential Regulation No. 14/2007, which was subsequently amended by Presidential Regulation No. 48/2008. Meanwhile, the government, through the newly formed Sidoarjo Mudflow Management Agency (BPLS), is responsible for the more general management of mudflow disaster and, in particular, compensating victims who resided in villages outside the area specified by the regulation. 21 june 2009 Serang - Another 'Lapindo' like mud volcano has emerged in Serang, Banten province. The geyser-like exhaust produces sand mixed with mud as high as ten meters and also spreads a bad odor. The mud volcano is formed in the village of Astana in the sub-district of Carenang. It started when a worker tried to create a well for drinking water for a local health facility. While he was drilling, the mud fountain suddenly appeared. Immediately the bad odor started to spread. Direct damage is relatively limited, however the local health center that was being constructed has been destroyed. (source: Indanesia.com)
10 june 2009 The Lapindo Mud flowing through the Porong river will impact the coastal ecosystems from eastern Surabaya to Pasuruan on Madura Island, researchers warn. A 2,300-hectare mangrove forest in the Surabaya municipality's Mangrove Center is at risk, as it is only 30 kilometers from the mudflow outlet. Edy Hendras Wahyono, a mangrove researcher at the Nature Conservation and Education Foundation (YPKA), said his team will carry out comprehensive research on potential threats from the mud to the mangrove forest. "We'll analyze the mudflow content, as well as the condition of the mangroves planted by the Sidoarjo Mudflow Mitigation Agency *BPLS* at the end of the Porong river," he told The Jakarta Post recently, after a presentation about a visibility study on mangrove development before Surabaya Mayor Bambang Dwo Hartono and representatives of cigarette manufaturer PT H.M. 30 may 2009 Jakarta - The police will study the Supreme Court`s decision which rejects the civil lawsuit against Lapindo in connection with the mudflow disaster. In april the Supreme Court turned down the civil lawsuit filed by the Indonesian Legal Aid Institute Foundation (YLBHI) on the case, herewith confirming the ruling of the district court in Sidoarjo and the provincial court of East Java. National police chief General Bambang Hendarso Danuri said here on Friday that the police would take a position in line with the court's decision which had been permanent.(source: Antara News)
29 may 2009 Siring - Hundreds of people offered up prayers Friday to mark three years since the day their lives were turned upside down when the East Java mud leak claimed their livelihoods. Victims and other locals said they hoped the government would be more caring and quickly find a solution for their problems. On Thursday in Jakarta, thousands of victims lost their lawsuit at the Supreme Court, which ruled in favor of the company PT Lapindo Brantas Inc., widely held responsible for the May 29, 2006, disaster through its drilling activities. The lawsuit claimed the firm had neglected the thousands of victims, but the court upheld the verdict of a lower court. The mudflow erupted in a densely populated area known for a vibrant economy, shrimp farms among others, near the East Java coast, and an industrial area. Business was disrupted when the mud began swamping not only residential areas but also the main roads linking Sidoarjo to Malang and other cities. Victims have joined several demonstrations in East Java and Jakarta, including protests on Friday in the capital to commemorate the third anniversary of the disaster. (source: Jakarta Post)
19 may 2009 The mud handling board`s deputy chief Hardy Prasetyo said in Jakarta Monday, that his side is now focusing on overcoming the mud spill on the surface, rather than trying to stop the ourpouring. The mud outpouring still reached 90,000 m3 / day with a temperature of 80-90 degrees Celcius. He said the mud outpouring had reached the stage of a cauldron with a rapid process of deformation reaching four meters a day. (source:Antara News)
7 april 2009 The situation has become more serious. Looking at the most recent satellite images, it is obvious that the high dams around the center mudvolcano have collapsed definitely. This means permanent loss of control of flow of mud, which could result in more devastation. Today the mud cannot be steered anymore towards the spillway channel to be pumped into the Porong River. Which means that all the mudwater now has to flow into the basins, and later will inundate more villages. Additionally, heavy rainfall will cause uncontrolled rise of mudwater levels.
19 febr 2009 When giving attention to the satellite images it appears that the position of the volcano is moving over time. In the period may '08 till dec '08 the mouth of the mudflow has been moving slightly northeast, eating away some part of the high embankment, causing occasional breakage of dams, resulting in more floodings to the northeast.
23 jan 2009 Island of Flores: A team of geologists from Bandung and a geologist from the Nusa Tenggara Mining Agency have left for Mataloko in Golewa district, Ngada regency, to investigate mudflows at the Mataloko geothermal power plant. Drilling at the site began in 2005 to supply electricity to parts of Flores Island. The power plant, however, is not yet operational. There are three mudflow spots, the first spewing on Saturday, followed by two others on Tuesday and Wednesday. Each hole measures about 50 centimeters in diameter, with bursts reaching 1.5 meters high. The mud is 120 degrees Celsius in temperature, spawning a 50-meter-wide mud lake. The eruptions have by now formed a crater 100 meters across. The Hot Mud geysers on the site at the geothermal power plant drilling project at Mataloko village are growing in number and steadily spewing, frightening local residents. 2 jan 2009 A team of mining experts from ITS, the 10 Nopember Surabaya Institute of Technology, has called on the joint operating body of state-owned PT Pertamina and Petrochina to exercise caution in its drilling, following a recent leakage at its mining concession in the regency of Gresik. Drilling was suspended following the leakage of hot mud from the mining site in Sekar Karung village on Nov. 7, prompting the joint operators to dig a large containment area for the mud. On Wednesday, the ITS team's spokesman, Djaya Laksana, said a new leak would likely appear in the future unless the first one was handled properly, because of highly compressed subterranean gas. 26 dec 2008 In Gresik, approx 50kms N.W. from Sidoarjo, 3 oil wells jointly operated by Pertamina and Petrochina in Sekarkurung, spewed a three-meter high geyser of toxic gas and mud on friday morning. The upstream oil and gas regulatory agency (BP Migas) told government officials later, that the eruption occurred when well operators were about to replace the drill bit at one well with a new one. BP Migas than stated that the mud and gas eruption in Gresik was harmless and that it was of a different nature from the ongoing mudflow in Sidoarjo. "This is not an extraordinary incident and it's harmless. The public came to the scene out of curiosity," said BP Migas spokesperson Agus Trinugroho near the scene of the incident in Sekar Karung village. (source: JakartaPost)
13 dec 2008 The government has pledged to compensate hundreds of mudflow victims who lived in the villages of Kedungcangkring, Besuki Barat and Pejarakan in Porong district, devastated by the mudflow in February and included in the 2008 state budget. The BPLS already hands out monthly financial aid of Rp 300,000 per person to 6,094 mudflow victims. Lossed assets are reimbursed only for 20 percent of the compensation promised, with the remaining 80 percent to be paid within a year. (source: Jakarta Post)
12 dec 2008 Chief welfare minister Aburizal Bakrie said Thursday that the money being provided to the mudflow victims in Sidoarjo, was not compensation but rather constituted a business deal to acquire their ruined land. He said the mudflow case was a natural disaster and had nothing to do with gas drilling activities under Lapindo. “This is a business transaction, not compensation provided to the victims because there is no legal verdict as yet to determine whether or not Lapindo is guilty in the case,” Aburizal said. 1 dec 2008 Mukhtasor, an oceanologist of the 10 November Institute of Technology (ITS), said that according to a remote sensing image taken recently, the sea level in the Madura Strait had decreased to around ten meters. A possible cause is the mudflow, which is easing its way into the sea through the Porong River in Sidoarjo, contributing to the increasing silting up of the Madura Strait, an expert says. This condition could jeopardize heavy-weight cargo vessels going in and out of Tanjung Perak (Surabaya) and Gresik ports. 31 oct 2008 Geologists concluded that the Lapindo mud volcano disaster, was caused by drilling for oil and gas. The British University of Durham, sent a press release with this statement to AFP on Friday. During a special conference in Cape Town, South Africa, the majority of the 74 attending top scientists in petroleum geology voted for this conclusion. Leading geology professor Richard Davies has led several investigations into Lusi and contends that the quake was too small and too distant to have caused the blowout, whereas the gas well was being drilled only 150 metres (yards) from the volcano. He presented new substantiating data to support his argument which proved that the day before the eruption, the well had taken a huge influx of fluid leading to intolerable pressures. The data "provide a compelling tape recording of the well as it started to leak," Davies told participants of a gathering of the American Association of Petroleum Geologists, which ran from Aug. 26-29. 23 oct 2008 Finance Minister Sri Mulyani is under heavy pressure since businesspeople and politicians with vested interests have been making attempts to unseat her. Now that the value of the Bakrie Group has dropped significantly, Bakrie is trying to sell off its assets to repay $1.2 billion worth of debts that will mature between the end of this year and early next year. The Bakrie Group, controlled by the family of Coordinating Minister for People's Welfare Aburizal Bakrie, may make a desperate attempt to get President Susilo Bambang Yudhoyono to bail them out using either state money or funds from state companies. 19 sept 2008 The remaining residents of Renokenongo village, were knocking down their homes and salvaging their belongings as hot mud and water began inundating the village after a section of the giant encircling dike collapsed recently. "The land and the houses are undocumented but they are ours. We deserve fair compensation. Lapindo should also pay for the hardship". Resident Buang Sucipto said they could do nothing to salvage their houses as the mudflow slowly and surely displaced them from their homes. 13 sept 2008 President Susilo Bambang Yudhoyono has denied his minister's claim that efforts have ceased to stanch the Sidoarjo mudflow. Experts from the Surabaya Institute of Technology and the Bandung Institute of Technology urged the government not to unilaterally abandon efforts to stop the mudflow. 11 sept 2008 Sidoarjo Mudflow Handling Supervisory Team on Thursday announced that it had found 98 new mudflow spots at the mudflow site in Porong, Sidoarjo. Priyo Budi Santoso, deputy chairman of the House of Representatives team, said the agency handling the mudflow was not doing enough to prevent new mudflow spots. The new spots, Priyo said, would damage more villages around the site. 28 august 2008 Mud siphoned from Lapindo gas mining site hardens and clogs the Porong River. Local residents have protested the dumping over fears that the four-meter-thick silt will cause the major river to burst its banks in the rainy season. The mud mass has reached between two and five meters from the top of the river, visibly spanning 1 kilometer from its point of entry near the defunct Gempol Toll road bridge in Besuki, Jabon district. 29 may 2006 0530am: The day when it started: About 180 m from the borehole, gas and mud suddenly bursted into the air, and houses and nearby factories were gradually innundated by hot volcanic mud. Probably caused by a failure during gas / oil drillings operated by the company Lapindo Brantas. It was said the normal drilling procedure was not followed. The outflow under high pressure, grew gradually bigger. Attempts to plug the borehole, till today (05 january 2008) served no result. COMMENTS & PROSPECTS The high Dams, previously surrounding the Center Mudwell have collapsed. This poses a serious thread in the near future, because excessive mud and rainwater will not flow to the Spillway anymore, where it could be pumped into the Porong River. Now its up to nature to determine where the disaster takes its toll next. The dams cannot be reconstructed, because its foundation cannot find solid ground. The hardened mud beneath is not strong enough to support new dams. The area with basins full of volcanic mud is gradually expanding. More villages are sacrifized to the continuing stream of hot or warm smelly grey muddy water. The affected inhabitants of flooded villages are only partially compensated. Traffic is badly hampered by the floodings of roads and rail, which have become damaged. The concentration of toxic H2S gas and Chlorine is very high, some reports are indicating 20ppm or more. These gases are causing health problems to people living nearby. Trees are dying and loosing their leafs because of the poisonous gasses. (like in autumn, but autumn does not exist on Java). There is no solution in reach. If it is true that the gaspressure comes from the wellbore in the Kujung Formation, the gas outflow could sustain for a long period of time, for how many years is yet unknown. (26apr09)
