Where to Make Your Own Animated GIFs Online
To make an animated GIF you can either buy some software or use an on-line site. In both cases you need to prepare your static GIF files separately an in advance of the animation phase.
For the on-line service you need to upload the GIFs to their site from your hard disc or give the URL if they are already visible on the www.

or use the META tags and web-crawlers with (out-of-date)
Old AltaVista (1 to 2 day delay) (new) Altavista or Lycos (UK) which says 2 - 3 weeks to be listed, or indirectly to Excite
or use one with it's own indexing algorithm
Web crawler which says up to 2 weeks, but you need to write your pages with this search engine in mind

Proxy Servers
When my ISP cannot contact certain sites, here are some of the alternative proxy server sites which I can try
- World Access - http://apc.wxs.nl/proxy.pac - the one recommended by my ISP here in the Netherlands
Doesn't help for getting access to the rest of the world!
- http://proxy.mcmail.com
It takes about 20 seconds for my machine to contact this proxy, but then everything happens quickly and the connection has not been broken (so far!)

Distant Cousins
Surname Submission - I've used it before but got no reply 19 Jun 1999 (no matter which proxy server I tried!) It may or may not still exist.
